Commentary
UEW lists this etymology among the convincing Proto-Ugric lexemes. However, the vowel in the initial syllable is reconstructed only as *ȣ̈. UEW also mentions that the Proto-Ugric word is "Onomat." This shows that despite UEW's listing, the etymology is full with problems.
It is indeed true that Hungarian ö and South Mansi ė do not correspond to each other regularly. The limited distribution of the word in Mansi is also suspicious. Due to these problems, it is unlikely that we are dealing with a Proto-Ugric word.
Conclusion
Due to problems with the vocalism, no Proto-Ugric word can be reconstructed.
